Yes to both, to a degree. Hatcher pass has areas closed to snowmachine, don't know the exact areas open-v-closed but I've heard there well defined.

This is very steep country but also very beautiful. We have some friends that on the road the Hatcher Pass, he's not a sledder :(

If you've never been, it's worth a trip just to check it out, once in the summer and once when the snow is down, you won't forget it.
