This could be ok, depending on how this process is done – however – it seems it could lend itself to the “bigger” companies having an advantage over the smaller ones on a regular basis. This is part of the “access” question as well. Note that this is for Land Use Agreements (not lease). Several areas of contention are Glacier Winter Creek area, Cleary summit area, Kenai River area where there are lots of public users and more business that want to use the land than (per DNR) the land and area can accommodate. Therefore they want regulations for a competitive process to give the permit to limited people etc.

Competitive Commercial Land Use Permit Regulations
The Alaska Department of Natural Resources (DNR) is considering drafting regulations regarding the process and procedures for issuing land use permits through a competitive offering where applicable or required.
As the demand for Alaska’s state-owned lands intensifies, DNR has identified a need for a regulatory process to allocate a limited number of land use authorizations in areas where law or circumstance restricts the number of authorizations. For example, in the Glacier/Winner Creek Special Use Area, only one permit for commercial snowcat operation is allowed under regulation. Other examples would be locations where limitations in acreage, cumulative impacts, infrastructure or carrying capacity limit the number of commercial authorizations DNR will allow. DNR believes that adopting regulations to provide for a competitive process would best serve the public and applicants’ interests.
The purpose of this notice is to ask the public for their ideas and suggestions in developing regulations before the department undertakes the task of drafting any specific proposed regulations for public review. These ideas and suggestions can be as broad or as narrow, or as general or as specific, as a submitter may wish.

The department is not currently proposing any specific regulations at this time. There are no draft regulations to review. The department is soliciting feedback and comments from the public on whether and how the department could revise its regulatory framework related to providing public notice regarding certain land management issues before the formal process of drafting any proposed regulations begins.

Written suggestions or other input should identify which regulation or provision of regulation to which their suggestions or other input applies. DNR will consider the submitted information if and when DNR proposes regulatory developments. Any proposed regulatory developments will subsequently be released for public review and comment under the Administrative Procedures Act AS 44.62.
