PRJ 3, Administrative Reroute of RST 644, Cleary Summit – Gilmore Dome Trail

The Department of Natural Resources, Division of Mining, Land, and Water, Northern Region Office (DMLW-NRO) proposes under 11 AAC 51.065(k) to administratively realign a portion of the Cleary Summit – Gilmore Dome trail near Fairbanks. The Cleary Summit – Gilmore Dome trail is a legislatively accepted historic trail and R.S. 2477 right of way documented in AS 19.30.400 as RST 644. The portion of the trail to be rerouted consists of approximately 3,192 feet bordering the northwestern portion of the Fort Knox Gold Mine, and traverses general state land and property owned by Fairbanks Gold Mining Incorporated (FGMI). FGMI holds a millsite lease (ADL 414960) in the area, and has sought amendment of the millsite lease plan of operations to allow for expansion. The expansion would eliminate most of the existing trail alignment. This public notice only pertains to the proposed trail realignment. The proposed realignment would co-locate 2,371 feet of RST 644 with RST 650, the “Gilmore Trail – Fairbanks Creek Connector,” which parallels the existing trail between 100 to 900 feet to the northwest. The balance of the realignment would consist of a 1,305 foot “connector” trail to maintain connection with the unaffected remainder of RST 644, and shifting the trail about 50 feet west for about 500 feet where it converges with Fish Creek Road. FGMI has proposed constructing the connection as a 20 foot wide trail.
Near Fish Creek Road, approximately 26 miles northeast of Fairbanks, Alaska and about three miles southeast of Milepost 20 of the Steese Highway, within Section 8 of Township 2 North, Range 2 East, Fairbanks Meridian. See attached map.

Written comments must be received by the DMLW, Lands Section on or before 5:00 p.m. on March 14, 2014 in order to ensure consideration. Pursuant to 11 AAC 02.010(d), and with the concurrence of the Director of the Division of Mining, Land & Water, only persons who provide timely written comment or public hearing testimony will be eligible to appeal or request reconsideration.
